    I checked the website for this park (pacificcity.org) and it states a fee of $15 for this park. There are also 2 other city/county campgrounds in this area, both are $25/night. Site also indicates that they are closed in winter. This post went in on 2/11/09, perhaps the park was closed and you stayed there for free anyway?
